David was born on December 21, 1951, in Gary, IN, to Robert W. and Mary A. Raines, who preceded him in death. He grew up in Indiana, graduating in 1969 from Oliver P. Morton High School in Hammond, IN. After graduation, he joined the U.S. Navy, serving honorably for a four-year tour of service. While in the Navy, David was a diesel mechanic aboard ships. His home port was Norfolk, VA. David also served a 13-month tour in Vietnam, stationed as an advisor on a patrol boat.
During his youth, David found a passion for mechanics. For many years, he worked and then retired as the plant superintendent for Wallach Concrete in Eunice, a career that he loved. He took great pride in his ability to build and install equipment that would improve the efficiency and effectiveness of the production of the plant. Pursuing his love for mechanics as a hobby also, he spent many happy hours restoring vintage automobiles. He was also an avid hunter, and he enjoyed bird hunting with his dogs.
